(Below in Nepali) Even after 14 years since the liberation of the Haliyas, who used to be agricultural bonded laborers in Nepal, the rehabilitation program hasn’t been completed yet. However, the government of Nepal has now committed to resume the rehabilitation program of freed Haliyas, which was suspended almost 3 years ago.
In order to restore the process, and bridge the gaps, Rastriya Freed Haliya Samaj Federation Nepal received the much-needed support from the ‘Enhancing Dignified Life of freed Haliyas through Collective Advocacy and Human Rights Campaign for Democratic Political Participation in Nepal’ –ADHICAR Project.
Paving the way for socio-political transformation
ADHICAR project has been actively implementing activities and engaging the concerned stakeholders at the local level. With the support of the project, 675 freed Haliyas participated in-person in 30 Transformative Education Centers in the project area. Transformative Education Program (TEP) classes are essentially learning centers with the main objective of teaching adults basic academic skills. It also acts as a platform for the attendees to come together and work in close coordination with the local agencies to eradicate the social maladies plaguing the society in their own initiative.
These centers have resulted in an increase in adult literacy in the last nine months. Due to increasing awareness, in the local level held election in 2022, freed Haliyas have been elected to various positions and have reached the decisive level. Pashupati Sarki of Bhimdatta Municipality- 9 of Kanchanpur District, who has been participating in the classes under the education program, has now been elected as a Dalit female ward member in this year’s local elections. She is not only a Dalit woman but also a freed Haliya.
Pashupati, who has always been a wage laborer, used to attend Srijanshil freed Haliya Learning Center in Bhimdatta Municipality, Brahmadev to attend transformative education classes. There she claimed that she got an opportunity to understand about the socio-political issues better and the role she could play to turn the situation around.
She says, “Srijanshil freed Haliya Learning Center was a place to interact freely with the community and the fellow attendees were like a family to me.”
Currently, 5 executive committee members in 15 municipalities of five districts of the project areas, 1 member at District Coordination Committee, 2 open members and 37 Dalit women members making a total of 45 freed Haliyas have been elected as people’s representatives in decisive positions at the local level. Many of these elected members were regular attendees of the Transformative Education Centres.
Freed Haliya Rehabilitation program to be resumed
The lobbying campaign of the Haliya Federation led the Ministry of Land Management, Cooperatives and Poverty Alleviation (MoLCPA) to form a 5-member study committee to conduct a study in the freed Haliya settlements of 9 districts of Sudurpaschim Province with the support and facilitation of the Freed Haliya Empowerment Project.
The committee studied the living condition of the rehabilitated freed Haliyas, the reasons for missing names in the Haliyas’ data, their means of livelihood, skill development, education, health, and employment among others.
After a thorough study and analysis, on April, 2022 the study committee, in the presence of high officials of the ministry, Haliya representatives, media persons, Minister of MoLCPA, handed over a 234-page long report to Shashi Shrestha. After receiving the report, Minister Shrestha promised to implement the points mentioned in the report. True to her commitment, MoLCPA is now working to prepare the next action plan and guidelines for the rehabilitation of freed Haliyas. Those awaiting the process since long have been enthused by the news.
Coordination with local and provincial governments
Since Transformative Education Program (TEP) classes were conducted in a close coordination with the local government, the classes were well received and even financial support was provided by the municipality. For instance, in Patan municipality, Baitadi, the Ward Office provided Rs. 1,00,000 for the smooth operation of TEP classes and another 1,00,000 for skill development of the Haliya community. Similarly, in Jaiprithvi Municipality-7 of Bajhang district, Women participating in the TEP clasess in Subeda were provided Rs. 15,000 assistance in order to get themselves a uniform that reflects their own identity and culture and attend the classes.
Besides that, Surnaya Rural Municipality of Baitadi district also collected the data of missing freed Haliyas with the support and facilitation from the ADHICAR project. And after the verification, identity cards were issued to 505 missing freed Haliyas within the municipality making way for the rehabilitation package. Besides that, from the initiative of Transformation Education Center located in Bhimdatta Municipality– 9, Brahmadev of Kanchanpur District, upon formal request made for the Cooperative building construction and groundwater irrigation system to the Minister of Economic Affairs of Sudurpaschim Province, Prakash Rawal, an amount of Rs.35,00,000 and 3,50,000 respectively was allocated through Constituency Development Funds (CDFs). The groundwater irrigation system is at the stage of completion while the construction of the cooperative building is at the initial stage.
In this way, with the support of ADHICAR Project, literacy enhancement, leadership development, social inclusion among others have been systematically gaining momentum, bringing about wave of changes in the Haliya community. Rajuram Bhul, former president of the Haliya Federation, said that ADHICAR Project is making a noticeable changes in the lives of freed Haliya community including women and people with disabilities in the working areas.
Financially supported by the European Union, ADHICAR project is being implemented in collaboration with four organizations: Felm, the Lutheran World Federation, the Nepalese Campaign for Human Rights and Social Transformation Nepal (CAHURAST) and Rastriya Haliya Mukti Samaj Federation Nepal (RHMSFN). The consortium has come together to contribute to the joint efforts to combat discrimination of various disadvantaged groups in Nepal – namely freed Haliyas, ex-bonded labour, including persons with disabilities (PWDs) and women.

तीन वर्षदेखि रोकिएको मुक्त हलिया पुनःस्थापना कार्यक्रम पुन: सुचारु हुने
नेपालमा लोकतान्त्रिक राजनीतिक सहभागिताका लागि सामूहिक वकालत र मानवअधिकार अभियान मार्फत मुक्त हलियाहरूको सम्मानजनक जीवन सुदृढ गरिने – (अधिकार) परियोजना हाल सुदूरपश्चिम प्रदेशका पाँच जिल्लाहरु, कञ्चनपुर, डडेल्धुरा, डोटी, बैतडी, तथा बझांगमा युरोपियन युनियनको आर्थिक सहयोगमा संचालन भईरहेको छ । परियोजनाले प्रमाणमा आधारित जन-वकालत र स्थानिय स्तरमा लक्षित वर्गको आर्थिक, सामाजिक र सांस्कृतिक अधिकारको प्रबद्र्धन, सशक्तिकरण, समावेसीकरणका सवाललाई प्रमुखताका साथ उठान गरिरहेको छ ।
हलिया मुक्त भएको १४ बर्ष हुँदा समेत पुर्नस्थापन कार्यक्रमले पुर्णता पाउन नसकेको र झण्डै ३ बर्ष अघि देखि स्थगित भएको मुक्त हलिया पुर्नस्थापन कार्यक्रम यस बर्ष देखि सुचारु गर्न नेपाल सरकार प्रतिबद्ध भएको छ । यस प्रक्रियामा अधिकार परियोजनाको सहयोगमा राष्ट्रिय मुक्त हलिया समाज महासंघ नेपालले अभियानलाई निरन्तरता दिईरहेको छ ।
सामाजिक-राजनीतिक रुपान्तरणतर्फ उन्मुख हुदै
यो संगै स्थानिय स्तरमा पनि परियोजनाले थुप्रै उपलब्धीमुलक कामहरु गरिरहेको छ । परियोजनाको सहयोगमा परियोजना कार्यक्षेत्रमा ३० वटा रुपान्तरण शिक्षा केन्द्रमा ६७५ जना मुक्त हलियाहरुको प्रत्यक्ष सहभागिता रहेको थियो । वयस्क आधारभूत शैक्षिक सीपहरू सिकाउने मुख्य उद्देश्यका साथ रुपान्तरण शिक्षा कार्यक्रम संचालनमा आएको हो। त्यसका साथै यस सिकाई केन्द्र सहभागीहरूलाई एकै ठाउँमा आएर स्थानीय निकायहरुसंगको समन्वयमा समाजमा व्याप्त सामाजिक विकृतिहरू उन्मूलनका लागि पहल गर्ने थलोको रूपमा पनि विकसित हुदै गएको छ। मुख्यतया समुदाय स्तरमा संचालन गरिएको रुपान्तरण शिक्षा कार्यक्रमले मुक्त हलिया महिलाहरु सशक्त भई प्रणालीगत रुपमा अधिकार दावी गर्ने क्षमता र नेतृत्व विकास भएको छ । २०७९ सालमा भएको स्थानिय तहको निर्वाचनमा मुक्त हलियाहरु विभिन्न पदमा निर्वाचित भई निर्णायक तहमा पुगेका छन् । रूपान्तरणमा शिक्षा कार्यक्रम अन्तर्गतको कक्षामा सहभागिता जनाउँदै आएकी कञ्चनपुर जिल्लाकाे भिमदत्त नगरपालिका -९ ब्रह्मदेवकी पशुपति सार्की यसपालिको स्थानीय तहको निर्वाचनमा दलित महिला वडा सदस्यमा निर्वाचित भएकी छिन्। उनी दलित महिला मात्रै नभएर मुक्त हलिया पनि हुन्। मुक्त हलिया पुनःस्थापन पछि सधैं जसो ज्याला मजदुरी गर्दै आएकी पशुपति समय मिलाएर भए पनि रूपान्तरण शिक्षा लिन सिर्जनशील मुक्त हलिया सिकाई केन्द्र, भिमदत्त नगरपालिका ब्रह्मदेवमा सहभागी हुन्थिन्। त्यहाँ उन्ले समाजिक, साँस्कृतिक, आर्थिक रूपमा धेरै कुराहरू बुझ्ने अवसर पाएको जिकिर गरिन्। उनी भन्छिन्, “सिर्जनशिल मुक्त हलिया सिकाई केन्द्र मेरो लागि समुदायमा घुलमिल हुने ठाउँ भयो भने संगै सिक्ने साथीहरु परिवार जस्तै बन्याे।“
समग्रमा परियोजना कार्यक्षेत्रका ५ जिल्लाका १५ वटा पालिकामा कार्यपालिका सदस्य ५ जना, जिल्ला समन्वय समिति सदस्यमा १ जना, खुल्ला सदस्यमा २ जना र दलित महिला सदस्यमा ३७ जना गरि जम्मा ४५ जना मुक्त हलियाहरु स्थानिय तहको निर्णायक पदमा जन प्रतिनिधिको रुपमा निर्वाचित भएका छन् । यी निर्वाचित सदस्यहरूमध्ये धेरै रुपान्तरण शिक्षा केन्द्रका नियमित सहभागी हुन् ।
मुक्त हलिया पुनःस्थापना कार्यक्रम तीन वर्ष पछि सुचारु हुदै
हलिया महासंघको पैरवी अभियानले भूमिव्यवस्था,सहकारी तथा गरिबी निवारण मन्त्रालयले मुक्त हलियाका समस्या अध्ययन गर्न ५ सदस्सीय अध्ययन समिति गठन गरेको थियो । अध्ययन समितिले अधिकार परियोजनाको सहयोग र सहजिकरणमा सुदूरपश्चिम प्रदेशका ९ जिल्लाका मुक्त हलिया बस्तीमा अध्ययन गरेको कुरा मुक्त हलिया अध्ययन समितिका सदस्य हरी श्रीपाईलीले बताउनु भयो । अध्ययन टोली संगै संघीय भूमिव्यवस्था, सहकारी तथा गरिवी निवारण मन्त्री माननीय शशी श्रेष्ठ र सुदुरपश्चिम प्रदेश सरकारका भूमिव्यवस्था, कृषि तथा सहकारी मन्त्री माननीय विनिता चौधरीले कञ्चनपुर जिल्लाको पुर्नवास नगरपालिका वडा नं ९ मा रहेको सामुहिक मुक्त हलिया वस्तीको अवलोकन र मुक्त हलियाहरुका समस्या बारे छलफल गर्नु भएको थियो । बिशेष गरि अध्ययन समितिले पुर्नस्थापन भएका मुक्त हलियाहरुको अवस्था, हलियाहरुको तथ्यांकमा नाम छुट्नुको कारण, जिवीकोपार्जन, सिप विकास, शिक्षा, स्वास्थ्य, रोजगारीको बारेमा अध्ययन गरेका थिए । लामो अध्ययन, बिश्लेषण पछि अध्ययन समितिले मिति २०७९ बैसाख ९ गते मन्त्रालयका उच्च अधिकारी, हलिया प्रतिनिधि, संचारकर्मीहरुको सहभागितामा भूमिव्यवस्था, सहकारी तथा गरिवी निवारण मन्त्री मा. शशि श्रेष्ठ लाई समितिका संयोजक श्याम श्रेष्ठले २३४ पृष्ठ लामो प्रतिवेदन हस्तान्तरण गर्नु भएको थियो । प्रतिवेदन बुझ्दै मन्त्री श्रेष्ठले प्रतिवेदनले औल्याएका कुराहरु कार्यान्वयन गर्ने प्रतिबद्धता जनाउनु भएको थियो । मन्त्री ज्यूले प्रतिबद्धता अनुरुप भुमी व्यवस्था सहकारी तथा गरिवी निवारण मन्त्रालयले मुक्त हलिया पुर्नस्थापनका लागि आगामी कार्ययोजना र कार्यबिधि तयार गर्ने काम भईरहेको छ । प्रक्रिया अधि बढे संगै बर्षौ देखि तथ्यांकमा नाम छुटेका र पुर्नस्थापनको पर्खाईमा रहेका मुक्त हलियाहरु उत्साहित भएका छन् ।
स्थानीय र प्रदेश सरकारसँग समन्वय र सहकार्य गर्दै अघि बढ्दै
स्थानिय सरकार संगको निकट समन्वयमा संचालन गरिएका रुपान्तरण शिक्षा केन्द्रमा स्थानिय तह मार्फत विभिन्न सहयोग प्राप्त भएका छन्। बैतडीको पाटन नगरपालिका वडा नं २ मा रहेको रुपान्तरण शिक्षा केन्द्रमा वडा कार्यालयले केन्द्र संचालन तथा व्यवस्थापनका लागि रु. १,००,००० र हलिया समुदायको सिप विकासका लागि रु. १,००,००० गरि २ लाख रकम सहयोग गरेको छ । त्यसैगरि बझांगको जयपृथ्वी नगरपालिका वडा नं. ७ सुवेडामा रहेको रुपान्तरण शिक्षा केन्द्रमा सहभागि महिलाहरु लाई स्थानिय परिवेश, भेषभुषा, संस्कृति झल्किने एकैनासको कपडाको पोशाकका लागि वडा कार्यालय बाट रु. १५,००० सहयोग प्राप्त भएको छ । जसले गर्दा मुक्त हलिया महिलाहरुको रुपान्तरण शिक्षा केन्द्र प्रति आकर्षण र हौसला बढेको कुरा जिल्ला हलिया मुक्ति समाज बझांगका अध्यक्ष श्री चक्र सार्कीले बताए । साथै बैतडीको सुर्नया गाउँपालिकाले परियोजनाको सहयोग र सहजिकरणमा छुट मुक्त हलियाहरुको तथ्यांक संकलन गरि पालिका भित्र छुटेका ५०५ घरधुरी मुक्त हलियालाई परिचय -पत्र वितरण गरेको छ । कञ्चनपुर जिल्लाको भिमदत्त नगरपालिका वडानं ९ ब्रहमदेवमा रहेको रुपान्तरण शिक्षा केन्द्रको पहलमा सुदूरपश्चिम प्रदेशका आर्थिक मामिला मन्त्री माननीय प्रकास रावल समक्ष अनुरोध गरि सांसद विकास कोषबाट सहकारी भवन निर्माणका लागि रु पैतिस लाख र भूमिगत सिचाई आयोजनाका लागि रु तिन लाख पचास हजार रकम बिनियोजन गरेको छ । भूमिगत सिचाई योजना सम्पन्न हुने चरणमा रहेको छ भने सहकारी भवन निर्माणको काम सुरुवाती चरणमा रहेको छ ।
यस प्रकार अधिकार परियोजनाको सहयोग र राष्ट्रिय मुक्त हलिया समाज महासंघ नेपालको निरन्तरको अभियान बाट केन्द्र स्तरमा अवरुद्ध हुन गएको हलिया पुर्नस्थापनको कामले गति लिने भएको छ भने स्थानिय स्तरमा सामाजिक सशक्तिकरण, साक्षरता अभिबृद्धि, नेतृत्व विकास, श्रोत प्रबद्र्धन र सामाजिक समावेसीकरण जस्ता महत्वपूूर्ण उपलब्धी हासिल भएका छन्। अधिकार परियोजनाले कार्यक्षेत्रका मुक्त हलिया महिला र अपांगता भएका व्यक्तिहरुको जीवनमा अनुभुति हुने गरि परिवर्तन हुँदै आएको कुरा संस्थाका पुर्व अध्यक्ष श्री राजुराम भुलले पनि स्वीकार्नु भएको छ।
युरोपियन युनियनको आर्थिक सहयोगमा, अधिकार परियोजनालाई चार संस्थाहरू फेल्म, लुथरन वल्र्ड फेडेरेसन, काहुराष्ट तथा राष्ट्रिय हलिया मुक्ति समाज महासंघ नेपालसँगको सहकार्यमा कार्यान्वयन भइरहेको छ । नेपालका विभिन्न पिछडिएका समूहहरू – मुक्त हलियाहरू, अपाङ्गता भएका तथा महिलाहरू लगायतका पूर्व बन्धक श्रमिकहरूको भेदभाव विरुद्धको संयुक्त प्रयासमा योगदान पुर्याउन यो संघ एकजुट भएको हो।
